September 16, 2025
Earlier this month, we reported on the FDA’s updated COVID-19 vaccines from Moderna, Pfizer, and Novavax. (See “FDA Limits Updated COVID-19 Vaccine Approval to Higher-Risk Groups”.)
The CDC’s Advisory Committee on Immunization Practices (ACIP) is scheduled to meet September 18–19, 2025 to discuss COVID-19 vaccine recommendations, including eligibility, administration, and coverage. These meetings are open to the public via live webcast, with opportunities for public comment. Updates and agendas are available on the ACIP website.
While the federal guidance is under review, several states have moved independently to expand access to COVID-19 vaccines:
- California, Oregon, Washington – Formed the West Coast Health Alliance to provide unified vaccine recommendations.
- Colorado – Issued a public health order allowing pharmacists to vaccinate anyone 6 months or older without individual prescriptions.
- Connecticut – Released interim guidance permitting COVID-19 vaccinations based on professional standards beyond ACIP.
- Illinois – Governor signed an executive order directing state agencies to ensure consistent vaccine access.
- Minnesota – Executive order directs the Department of Health to remove barriers to vaccine access.
- Nevada – Updated pharmacy guidance allows FDA-approved COVID-19 vaccines to be administered by pharmacists.
- New Jersey – Executive directive authorizes vaccination for individuals 6 months and older without individual prescriptions.
- New Mexico – Standing order allows healthcare providers and pharmacists to vaccinate anyone 6 months and older.
- New York – Executive order permits pharmacists to administer COVID-19 vaccines to anyone 3 years or older through October 5.
- North Carolina – Standing orders allow pharmacists to vaccinate adults over 65 or at high risk for severe COVID-19.
- Pennsylvania – Pharmacists may administer vaccines based on guidance from trusted medical authorities beyond ACIP.
- Virginia – Standing order permits pharmacists to vaccinate those 65 and older and adults 18–64 with underlying conditions.
- Arizona – Executive order directs statewide access and allows standing orders for pharmacists and providers.

Anyone who wants a COVID-19 vaccine should talk with their healthcare provider to discuss their options and whether an updated vaccine is appropriate. You can also visit www.vaccinefinder.org to locate clinics and pharmacies offering vaccines near you.
